Use of Additional AOC Holders
Members are reminded that permanent or extended collaborations with Air Operator Certificate (AOC) holders other than the one audited during your onsite audit —such as long-term arrangements or wet leases—require additional oversight.
Any such additional AOC holders must undergo an audit in line with EURAMI standards. A formal agreement must be in place between both parties.
These AOC holders must be disclosed to EURAMI and to the auditor prior to and audit/ re- audit to make the respective arrangements.
Brokering of Individual Missions
For brokering in individual cases (e.g. Wing-to-Wing missions), the Fixed Wing standards 6.0 clearly define this as a “Must Have” requirement under section:
1.10 Brokering. As a reminder, brokering refers to missions conducted by a third party but operated commercially under the Provider’s brand.
The following principles must be adhered to:
Transparency: All arrangements must be clear to all parties, including the end client and EURAMI.
Preference for accredited providers: Whenever geographically feasible, a EURAMI-accredited provider should be selected. If not, justification must be documented and available during audits.
Client consent: Written client approval is required before dispatching a mission involving a third party.
Activity limitation: Brokering must not exceed 10% of annual activity (excluding Wing-to-Wing missions).
Responsibility: The accredited Provider retains full responsibility for safety and quality.
Accountability: Clear reporting lines must be established.
Personnel standards: Third-party clinical and aviation staff must meet or exceed the Provider’s own standards.
Equipment quality: Aviation and medical assets must be equivalent to or better than those of the Provider.
Communication: Clear and well-defined communication channels, including in-mission clinical advice, are essential.
Insurance: Third-party missions must carry insurance coverage equal to that of the Provider’s own operations.
